In hindsight, I need to go and re-read Jason Staples’ book Paul and the Resurrection of Israel: Jews, Former Gentiles, Israelites, since he explores this topic at length, esp. on the identity of “Israel” in Romans 11.

I lean more toward the way you described this as well. I lean more toward Walter Kaiser’s Promise/Fulfillment Plan of God concept, which sees Israel have an en masse “Emmaus Road” experience when Christ returns, where they finally recognize, understand, turn and follow Jesus. The idea being that at some point in the future, a single world leader will focus the hatred of the nations on Israel, and if Jesus didn’t return, they would be destroyed, but he will return just in time to rescue them and gather his people. Happy to send you a slide I did that pulls it all together for me.
